Summary

This bulletin provides Agencies with information regarding new controls on the EmpowHR Add Employment Instance USF component. The system will now only allow the use of the Add Employment Instance USF component when converting a person of interest or contractor to an employee or when hiring an employee on more than one appointment. EmpowHR will also check for existing appointments and if necessary will check the work schedule for each appointment.

Implementation

Preventing False Dual Appointments:

The Add Employment Instance USF component creates a new employment instance or record. Controls prevent the inadvertent creation of a dual appointment when rehiring an employee within an Agency.

Based on the existence of a prior record and new edits, EmpowHR will only allow the use of the Add Employment Instance USF component under the following circumstances:

When Hiring An Employee On More Than One Appointment:

EmpowHR will determine if there is an existing appointment for an employee. If there is an existing appointment in any Agency using EmpowHR, EmpowHR will check the work schedule for each appointment. Except for the Federal Emergency Management Agency Reservists, employees on multiple appointments cannot have a full-time work schedule for any single appointment. Before EmpowHR creates a new employment instance, either the losing Agency or the gaining Agency must change the employee’s work schedule.
